Decanting is the process of separating different mixtures. To do this, you need to poor the original contents of say an old wine bottle, into another jug or something, but keep a little bit of the liquid in the wine bottle. This will take the liquid but keep the solids that were on the bottom of the Wine glass.

Sieving is when you separate different sized particles, either dry or suspended as a liquid, into two more portions to make it more finer. Normally you would use a sifter to seperate the particles. Sieving is normally used when cooking, especially with flour.
